Should we offer a lower price for this truck?

For what it's worth, I rant the KBB on it (as a private sale), and got a fair value of $2885 (good was something like $3400), although I may have neglected certain options. Either way, I'd look to open with $3000, as if he really wants to sell it, he should at least be open to making a more reasonable counter offer.
