Can Dinosaurs EVER live again?

If DNA cloning would be possible, could we create a copy of a dinosaur living and breathing? Could we feed it foliage that currently have right now on earth? Or will they only be able to last with the extinct environment it used to have? What time of year would YOU expect for cloning to be possible and why?
