I have DSS tenant who insists that rent is paid to them. If they do not pay me, will council pay me ?

He was working, lost his job and is 1 week in arrears. Got a feeling he's not going to pay me for 8 weeks, (which is the period I have to wait before I can insist that the money goes to me) and then do a runner. Will the council repay me the money they paid to this rouge.
